If you prefer not to download third-party utilities, you can achieve the exact same result safely using Windows 7’s native registry settings: Step 1: Enable Custom Backgrounds in the Registry
Press the Windows Key + R to open the Run box, type regedit, and hit Enter.
In the left pane, navigate to this exact path:HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background Look for a file on the right side named OEMBackground.
Note: If it does not exist, right-click an empty space on the right side, select New > DWORD (32-bit) Value, and name it exactly OEMBackground.
Double-click OEMBackground, change the “Value data” from 0 to 1, and click OK. You can now close the Registry Editor. Step 2: Set Up the System Folders and Image
Open Windows Explorer and browse to C:\Windows\System32\oobe. Create a new folder inside oobe and name it info.
Open your new info folder, create another folder inside it, and name it backgrounds.
Your final folder path must read exactly: C:\Windows\System32\oobe\info\backgrounds. Step 3: Format and Place Your Picture
Pick your desired image. For best results, use a picture that matches your monitor’s exact resolution.
Ensure the file size is strictly under 256 KB and saved as a .jpg format. Rename the file to exactly backgroundDefault.jpg.
Drag and drop this file into your newly created backgrounds folder. Lock your screen to see your new custom background.
